Berlusconi is no fool. He accused the German of being like a "kapo". A very good description for most German leaders today. Kapos were not guards as I understand it. They were fellow prisoners and were often well known for their brutality to the other prisoners in order to secure privileges for themselves. Many Jews were kapos. I don't know the particular German who was the subject of Berlusconi's jibe but the description fits many of the German politicians very well.
